Lewis Central board accepts $700,000 donation for field-house addition; approves design and contractor awards

The Lewis Central Comm School District board on Dec. 15 unanimously accepted a $700,000 gift from John and Jean Marshall to fund a field-house addition to the district athletic building and approved related design and construction steps.

The board adopted a resolution accepting the stock gift and voted to authorize a professional-services agreement with BCDBM for $171,205 to design the athletic-building renovation and the field-house addition. The board also awarded the Titan Hill exterior-envelope project to Sevener Construction for $559,500 and approved Mikko Henney as the construction manager at risk for the middle-school renovation; all votes were unanimous.

Why it matters: The donation covers about half of the estimated cost for the proposed pre-engineered addition and shifts the district from solely relying on bond proceeds for immediate facility needs. Superintendent (speaker 7) said the addition would add wrestling mats, expanded locker rooms and space for sports-performance and middle-school physical-education activities, and that the district would need to identify roughly $400,000–$500,000 more to complete the project.

Missus Rice reviewed fund accounting and revenue sources, saying the district spends on the order of "$40 to $45,000,000" annually from the general fund and walking board members through major fund uses and constraints.

Legislative concerns: Superintendent highlighted potential state changes to property-tax policy and the 1¢ SAVE sales tax that funds local school infrastructure, urging board members to be prepared and to educate legislators about local impacts. He warned that shifting more school-supplemental-aid funding to the state could lower local property-tax burdens in the short term but could create risk if state revenues decline. "If the SAVE money goes away, that'll be a big deal," he said during the presentation.

Next steps: Staff said the board will begin discussing issuance of the remaining $10,000,000 of voter-authorized bonding capacity at a Jan. 5 meeting; the professional-services contract and the CMR contract will return for formal approvals and signatures once contract terms are completed.
