Westminster to contract CU Boulder for housing data analysis ahead of Feb. 28 planning retreat

Staff said Root Policy Research offered a statewide resources summary for about $2,000 but would need roughly four months and an additional hourly scope to analyze vacancy rates by ownership type. Kimball said CU Boulder can begin immediately and that staff asked for an internal deadline (mid‑February) to ensure council has time to digest the information before the retreat.

Kimball said staff will post the materials to council in advance, and if additional questions arise staff intends to maintain a scope for follow‑up work with the chosen consultant.
