Fitch reminded council that some boards are quasi‑judicial and that council liaisons cannot attend or participate in hearings that later come before council. The Planning Commission drew detailed discussion: multiple councilors said a formal liaison could create conflicts when a planning matter later appears before council, and the council agreed there is no statutory requirement to name a liaison. Council accepted the proposal to leave the Planning Commission without a council liaison and to rely on study sessions and calendar visibility for councilors who want to attend training or study sessions.
Fitch then ran through and confirmed specific assignments. Highlights from the run-through include: Councilor Ireland remains Election Commission liaison; Councilor Barajas is the Environmental Advisory Board representative with the mayor as alternate; the Historic Landmark Board is designated to the mayor (Councilor Zotti as alternate); Councilor Hott will remain primary for both the Human Services and Inclusivity boards with Councilor Johnson as alternate; Parks, Recreation, Libraries and Open Space will be Councilor Azadi as primary with Councilor Ireland as alternate; Special Permits and Licensing will have Councilor Johnson as liaison; and the Youth Advisory Panel will have Councilor Azadi as primary and Councilor Hott as alternate. Several regional assignments that are mayor-specific (for example the Metro Mayors Caucus and certain flood‑district roles) were also confirmed.
Councilors discussed practical barriers — early-morning meeting times and weekday midday travel — and agreed to recruit alternates where attendance is difficult. A councilor renewed a past suggestion that the city post boards and liaisons on the municipal website and provide at least one study-session-style update from internal boards each year; staff said that approach is doable and suggested two nights near the end of the year for board reports so it would not interfere with the budget process.
What’s next: staff will publish confirmed liaisons and follow up on meeting times that require verification, and will return with a plan for posting board information on the city website and scheduling periodic board updates.
