Sen. Supporters including the Rural County Representatives of California and multiple stewardship and waste‑management organizations said the proposal would help distribute collection and management costs to producers, increase convenient free collection for residents and reduce unsafe disposal. John Kennedy (RCRC) emphasized local governments bear the cost of improper disposal and welcomed a producer‑funded solution.
Opponents were limited in the room; the private recycler Redwood Materials indicated support in principle and a willingness to work as a steward. Committee discussion flagged items for amendment and refinement; Senator Allen said he accepted committee amendments that refine definitions and minimum collection site requirements. The committee moved SB501 'do pass as amended' to appropriations; the clerk later recorded the committee tally as 5–2.
