Rules Committee advances slate of appointments, adopts 2026 schedule and committee rosters

The California State Senate Rules Committee met and moved through procedural business, approving three governor appointments that did not require appearance and adopting committee chairs, the 2026 session schedule and holiday calendar.
The committee approved the appointment of Courtney Welsh to the California Housing Partnership Corporation, Janessa Goldbeck to the California Veterans Board, and Tom Huntington to the State Parks and Recreation Commission. Those three items were recorded as approved by 3-0 voice/roll-call tallies when named committee members did not participate in every vote. The committee also approved the formal reference of bills to committee and the 2026 committee rosters; those items passed on roll calls recorded as 4-0.
Senator Laird moved multiple appointment motions on the governor's behalf; subsequent procedural items including the reference of bills (item 3), committee chair and membership assignments (item 4), adoption of the 2026 session schedule (item 5), and the 2026 senate holiday schedule (item 6) were each approved on recorded roll calls with all participating members voting aye. For recorded 4-0 votes the roll-call recorded Limon, Jones, Laird and Reyes as voting in the affirmative.
These approvals are procedural steps that advance nominees and internal organization to the next stages: nominees not required to appear were approved by the Rules Committee and committee rosters and schedules will take effect per the chair's announcement (most changes effective Feb. 1, 2026). Appointees that require full‑Senate confirmation will proceed to the Senate floor as indicated by committee motions.
