Josh Eggers, director of Parks and Recreation, told the council the administrations revised plan would reduce the festival budget by $1 million and set a $75,000 ticket-sales-based allotment for promoters to incentivize performance. "We want to recalibrate that and right size this festival for Clinton," Eggers said, adding the proposal relies on hotel-motel and other proprietary funds rather than property taxes.
Resident Brent Smith challenged the size and outsourcing of the event, urging the council to keep booking and logistics local. "There's no reason for us to have give them $75,000 of city money to push it for that," Smith said, urging a citizen-run committee and local vendors instead.
Council members debated options including a one-year hiatus, a rebrand for 2027, and creating an advisory committee. Supporters cited momentum and the ability to use non-property-tax proprietary funds. Opponents raised concerns about fiscal risk, ongoing production costs and whether the city should underwrite a large commercial festival.
When the council called the question, the roll-call vote recorded Shammers No; Detterman Yes; Seeley No; Davis Yes; Oberyn Yes; Musman No; Kearns No. The motion failed.
The outcome leaves the festival's management and timeline unsettled. Staff said they will continue discussions with stakeholders and may return to the council with revised options or budget scenarios during budget season. The council adjourned to its next scheduled meeting on Dec. 9, 2025.
