Clinton City commission recommends approval of Sylvia LLC final plat, 5-1

The Clinton City Planning Commission voted to recommend approval of the final plat for Sylvia LLC and forward the matter to the City Council after a 5-1 roll call on the motion.
The commission’s action followed a staff recommendation that the commission approve the plat provided the applicant submits additional required documents before the council takes final action. Legal counsel told the commission that the submittal "appears to be in order." The commission’s role, counsel said, is to determine whether to recommend approval or to attach conditions.
The application proposes to divide the existing hotel property so the main portion will operate as a single business containing a restaurant, banquet hall and about 70 rooms, while a separate parcel toward the nearby Walmart will contain about 30 rooms. The applicant emphasized that "we are not closing the restaurant." Commissioners confirmed that no zoning change was requested for the proposal and that a preliminary plat had been approved at an earlier meeting.
On the roll call, Umesh Bhatia, David Brown, John Nichols, Mike Schultz and Carolyn Tallet voted yes; Charlie Graff voted no. The clerk announced the motion had passed and the recommendation will be referred to the City Council for final consideration; staff indicated the additional documents must be submitted before that council hearing.
The commission also approved the minutes from Nov. 5, 2025, and adjourned. The next scheduled meeting is Wednesday, Jan. 7, at 3:00 p.m. in the chambers.
