Clinton — The City Council accepted a bid and awarded a construction contract for the Iowa DOT TAP-funded 13th Avenue North Trail at its Jan. 13 meeting.
The council opened a public hearing on the project (listed in agenda text as 'Project d Dash 2025 13th Avenue North Trail, Iowa DOT project number TAPDashUDash1415 (text as printed)') and heard no public testimony. Council member Winter introduced a resolution to accept the bid and award the contract; the motion was seconded and approved by roll call.
City Engineer Jason Craft summarized funding and timing: the city included approximately $350,000 in the CIP, and about $650,000 is grant-funded, giving the city flexibility with the bids. Craft said he anticipates the project beginning in April–May with concentrated work in June through August, with a focus on the school corridor and sidewalks connecting Erickson Center to the middle school and down to Fourth Street.
Council members welcomed the project as an addition to the trail network and discussed bid amounts and start timing.
