Clinton — The City Council amended an authorization to sell 130 5th Avenue South at its Jan. 13 meeting after public comment from a downtown resident urging evaluation of bidders’ development plans.
Carrie White, who gave her address as 408 South First Street, asked council to consider more than price when selling vacant downtown parcels and to prioritize bidders who show development plans, financial readiness and compliance histories. "We're also willing to give that business owner ... if he needs to ... to fix the wall," White said, urging realistic timelines and local ownership.
Council member Lee moved to authorize sale to James Riggs for $760.01; Council member Seeley offered and seconded an amendment to accept an offer from the Downtown Clinton Alliance for $501. The amendment passed on roll call and the resolution as amended was adopted.
Council members asked staff to verify that the Downtown Clinton Alliance would allow access to adjoining property for repairs to a neighboring building's wall, a condition referenced in discussion before the amendment vote.
Outcome and next steps: The council approved the sale as amended; staff will execute the disposal documents consistent with the amended resolution and any conditions raised during the discussion.
