The village board received two utilities-related briefings in the same meeting: a presentation by the Citizens Utility Board (CUB) on Illinois American Water's rate request, and an operational notice on a local boil order.
CUB presentation
Jim Chilton, executive director of CUB, told the board Illinois American Water has filed for approximately $152 million in rate increases statewide, described in the presentation as a 39.5% request that could amount to roughly $30 more per household per month on average if approved as filed. CUB said it intervened in the docket, filed testimony and identified what it estimates are tens of millions of dollars in potential overcharges tied to return-on-equity calculations and other items; CUB and other intervenors (including the attorney general and commission staff) have proposed reductions.
The proceeding is in the briefing phase; the administrative law judge is expected to issue a proposed order in mid-October with a commission decision deadline later in the year.
Local boil order and village action
Village Manager Joe Baber announced a boil order affecting about 856 Homer Glen households and said bottled water distribution would be available at Village Hall the following day. The village's legal representative also told the board the village filed a petition to intervene in the Illinois Commerce Commission (ICC) case on behalf of residents.
