Homer Glen board authorizes conditional land purchase, approves festival and committee appointments and applies for ComEd grant

The Village Board voted to authorize the village to exercise its option to purchase a parcel intended for public use, including a potential wastewater treatment site, but conditioned the authorization on satisfactory resolution of outstanding title exceptions.

Village counsel told trustees the purchase-and-sale agreement (PSA) executed on June 27, 2024 included a 90‑day diligence period that technically ended on Sept. 25. Sellers' counsel and village counsel negotiated a one‑week extension of that diligence and title-objection period so the parties could finalize outstanding issues; trustees amended the ordinance authorization to require resolution of title exceptions to the satisfaction of the village manager and village attorney before closing.

Trustees also approved two mayoral appointments: Joseph Baber to chair the village's Behavior and Health Addiction Recovery Committee (motion carried on roll call) and the appointment of Dan Waddick to serve as chairperson for the Homer Fest committee, with the board agreeing to reconsider the Waddick appointment pending attorney review of residency/ordinance language.

The board approved Resolution No. 24 to participate in the ComEd Green Region Program and apply for a grant for Culver Park Pollinator Migration Habitat. The resolution authorized a grant request of $7,460 and committed a matching village contribution of $7,460 to complete the project.

Next steps: legal counsel and staff will resolve outstanding title exceptions before closing; the due-diligence period was extended by one week with a potential closing around Oct. 4 if title matters are resolved; staff will return draft appointment confirmation language for Dan Waddick if attorney review requires changes; and staff will proceed with the ComEd grant application and matching-fund commitment.
