Committee approves retroactive application step for county‑allocated homeland‑security funds for police and fire

The Finance Committee approved a procedural motion on Oct. 21 to seek retroactive authorization for applications and to prepare a resolve to accept and appropriate homeland-security allocation funding routed through county channels.
Staff explained Bangor Police and Fire were awarded allocations through county filings with the Maine Emergency Management Agency for fiscal years 2022 and 2023, with amounts of $109,129 and $81,047 respectively. Staff said the awards have not been drawn down from Penobscot County and that, because of a procedural omission, the committee and full council must authorize the application retroactively and then accept and appropriate the funds in a subsequent resolved action.
Committee members discussed procedural readings and agreed—with one member suggesting a waiver of the second reading—to keep the accept-and-appropriate process within the same council year. A motion and second were recorded and the committee indicated no objection; staff will add the accept-and-appropriate resolve to next week’s council agenda.
