Ventura LAFCO names voting delegate for CALAFCO meeting and approves alternates' closed-session attendance

The Ventura Local Agency Formation Commission designated the executive officer (or staff designee) to serve as the commission’s voting delegate for the CALAFCO special corporate business meeting scheduled virtually on Feb. 23, 2026. Staff described two items on the CALAFCO agenda: making executive officers eligible for election to the CALAFCO board and removing commissioner seat types on the board to broaden eligibility. A staff member who helped develop the proposals was nominated and approved as the commission’s voting delegate to cast the commission’s vote on its behalf.
Separately, the commission approved a procedural item to permit alternate commissioners to attend the closed-session portion of meetings when they have an essential role. The commission also moved to receive and file correspondence listed for informational purposes and heard a brief executive officer’s report; no additional substantive updates were added to the staff report.
The meeting then recessed into closed session, and the commission announced it would adjourn from closed session when finished.
The vote designating the delegate took place after staff outlined outreach and member feedback used to shape the CALAFCO reforms; staff said they were supportive of the measures and offered to bring any commissioner up to speed if a commissioner were designated instead of staff.
