Before recessing to closed session, the board was asked whether any member or the county executive had a conflict of interest requiring recusal; no board member announced a conflict. The open meeting was then recessed so the board could discuss the matter in closed session as listed on the agenda for the 01/26/2026 closed-session meeting.
