Officials show in‑progress online portal aimed at streamlining rule filings and public comment

Senate IT staff demonstrated an in‑development online portal intended to let agencies file proposed rules, track supporting documents through an administrative workflow, and enable improved public comment and notification features.
Priya Dothireddy and Jim Brentlinger, IT staff working on the portal, showed a dashboard that would let agency staff log in, manage chapters and rules, and file new rules electronically instead of submitting paper packets. The portal is designed to route files to JCAR, the Secretary of State and the governor’s office as appropriate, to track documentation, and to provide targeted notifications for members of the public who opt in for updates on specific rules.
Officials said the portal is a work in progress and that they expect a testable product in mid‑to‑late summer. The team also displayed a large process flow ('wall downstairs') that implements current procedural steps and emphasized configurable user roles and access controls for agencies and staff.
Committee members welcomed the demonstration and said the portal should improve transparency and efficiency for rulemaking and public comment.
