Evanston Referrals Committee approves minutes and refers multiple items to other committees

Councilor Newsom moved to approve the Jan. 12 minutes; the motion was seconded and approved by voice vote. The committee then considered items on the referrals tracker. Members agreed Row 50 should be sent to the Committee on Finance & Budget and asked that it be scheduled alongside Row 49 when possible.
Row 51, a change to licensing for farmers market vendors set to take effect after the 2026 market season, was referred to the Human Services Committee to be heard by April.
Row 52, a pilot to encourage grant funding for lead service line replacements using already-allocated funds, was referred to the Administration & Public Works Committee with a recommendation to be heard by the end of the first quarter.
Row 53, a proposed rubric for awarding TIF grants, was referred to the Economic Development Committee and targeted to be heard by May. Row 54, which would roll back aspects of a recently adopted policy, was held so staff could obtain legal clarity. Finally, Row 55 — staff said the ACLU and others have raised constitutional concerns about parts of the city's panhandling ordinances — was referred to Human Services with a recommended hearing in February.
All referrals were made by motion and carried by voice votes; no final policy changes were adopted at the meeting.
