Riverside LAFCO approves two Beaumont Cherry Valley Water District annexations

Riverside Local Agency Formation Commission unanimously approved two annexation proposals to the Beaumont Cherry Valley Water District on Jan. 22.
GIS analyst Michael Henderson presented the first proposal (LAFCO 20 20 five-nine-five) for a 3.8-acre area on Cherry Valley Boulevard involving two landowners within the district’s sphere of influence. Henderson said both parcels had relied on wells that ran dry and had temporary water meters installed for emergency access; staff noted the annexation had 100% landowner consent and recommended approval.
For the second proposal (LAFCO 20 20 five-ten-five), Henderson described a 2.6-acre project site at Xenia Avenue and 6th Street in Beaumont’s downtown mixed-use area intended for an affordable housing development: three buildings with 66 dwelling units, a rental office, a community center, daycare and 91 parking spaces. Staff said both subject parcels are within the district’s sphere of influence and that both annexation requests had 100% landowner consent.
The commission opened and closed public hearings for both items with no public speakers. Commissioner Corona moved to approve the first annexation; the motion passed on a recorded unanimous vote. Vice Chair Gutierrez moved to approve the second annexation; that motion also passed unanimously.
Staff noted the annexations will provide permanent potable water meter access to the parcels and that recording of the transactions will follow the usual conducting authority procedures.
