Commission finds Forest Lawn Cathedral City specific plan consistent with Palm Springs airport compatibility rules

The Riverside County Airport Land Use Commission voted unanimously on Jan. 8 to find the Forest Lawn Cathedral City specific plan consistent with the Palm Springs International Airport Land Use Compatibility Plan.
Staff told the commission the proposal would create a new specific plan to entitle approximately 4.1 acres to allow cemetery development, amend the general plan land‑use designation from general commercial to neighborhood commercial and change the site zoning. Jackie Vega emphasized that no development is proposed at this time.
The site lies entirely within Palm Springs International Airport Influence Area Zone E, which the staff report said does not restrict residential densities or nonresidential intensities. Staff also noted the site sits outside the airport’s 55 CNEL noise contour and does not exceed FAA obstacle/height thresholds at this time, so FAA OES review is not required for the current proposal.
Two public commenters participated via Zoom; no in‑room speakers appeared. An unidentified commissioner moved to adopt staff’s recommendation and the commission voted unanimously to find the specific plan, general plan amendment and change of zone consistent with the 2005 Palm Springs Airport Land Use Compatibility Plan.
