RCTC approves amendment to fund PAED phase of I-215 Ethanac Road interchange

Chris Garza, senior management analyst in planning and programming, presented a county request to use remaining Measure A New Corridors program savings from an earlier PSRE toward the PAED phase for the I‑215 Ethanac Road interchange. The original PSRE and subsequent PSR were completed and the county reported approximately $344,000 in savings. The city of Paris (project-jurisdiction city) committed $5,000,000 in Transportation Uniform Mitigation Fee (TUMF) funding to support the phase.
Staff recommended approval of Amendment No. 2 to authorize the use of the savings for the PAED phase, which will fund environmental clearance, scope refinement and identification of a preferred alternative. A motion to approve the amendment was made and seconded; roll‑call vote recorded affirmative votes and the item passed.
Next steps: the county will apply the savings to PAED tasks and report progress as the project advances toward environmental clearance and design phases.
