Oversight board approves transfer of Hemet 'Ryan' parcel to City of Hemet for $140,000

Riverside County’s Countywide Oversight Board voted unanimously to approve the transfer of a 2.56-acre parcel near Hemet Ryan Airport to the City of Hemet for $140,000, a staff presentation said.
John Dewey, deputy director of real estate with Riverside County facilities management, described the parcel as the “Hemet Ryan property” and said the county has worked on successor-agency disposals since 2015, noting, “So far we have disposed of almost $20,000,000 of real property assets that have gone back to the taxing agencies.” Dewey said the Hemet parcel is zoned M-2, in Riverside County District 5, and that the buyer is the City of Hemet.
When asked about packet attachments and historical reasons the property was held by the former redevelopment agency, a successor-agency representative explained that successor agencies were required to list uncommitted former RDA properties and that sales were used to raise revenue to distribute to affected taxing entities. Dewey confirmed an appraisal was completed and that the $140,000 asking price was consistent with market value.
Board members asked how many properties remain from the original RDA portfolio; staff said Riverside County began with more than 30 properties and that this is the second-to-last parcel for the county’s successor agency. A motion to approve the transfer carried by roll call vote with all voting members present recorded as yes.
The board recorded the item as passing unanimously.
