Riverside County oversight board elects Russ Martin chair, Topher Taylor vice chair

The Riverside Countywide Oversight Board elected Russ Martin as its chair and Topher Taylor as vice chair during its brief public meeting. The board also approved the minutes from the Sept. 18, 2025 meeting.
Outgoing chair Cheryl said the meeting would be her last on the board and thanked members and staff for three years of service, saying, “this will be my last meeting here, not only as chair but on this board… it’s bittersweet for me.” County staff presented certificates and photos recognizing the chair and Imelda, an Executive Office staff member who is retiring.
Board members nominated and seconded candidates. A roll-call vote resulted in unanimous support for Martin and Taylor among members present. When asked whether the new officers assume duties immediately, the clerk responded, “Typically we wait for the next meeting.”
The clerk also recorded approval of the Sept. 18, 2025 minutes: Denise Jimenez, Aaron Brown, Chris Gary, Russ Martin and Topher Taylor voted yes; Scott Price was recorded as abstaining/not present for that item.
The board adjourned at 9:26 a.m. and announced its next meeting for Jan. 15, 2026.
