Devich said the vendor provides equipment, installation, signage and processing at no cost to the city; the program would be funded by fines paid by violators, with an expected initial payment/collection rate nationally of about 60–65 percent. He said the system captures rear images only (no face shots) and up to 10 seconds of video, plates are run through NLETS for registered‑owner information, and the police department would review each potential violation before a notice is mailed. He also described annual audits and CJIS access checks for vendor staff.
Devich emphasized public transparency: Sensys Gatso would provide a 30‑day warning period with public notices and frequently asked questions before live enforcement begins. The council did not vote on adopting an ordinance during the excerpted portion of the meeting.
