Riverside supervisors approve benefit-change resolutions, ordinance updates and language-access contract; staff to review Spanish-interpretation accuracy

At the Nov. 18 meeting the Riverside County Board of Supervisors approved a set of staff-recommended actions, including resolutions to implement a $25 monthly employer contribution increase for certain retiree health benefits effective Jan. 1, 2026; the resolutions will be filed with CalPERS as required by law.
County counsel and staff took several ordinance items on second reading in a block, updating fees and consolidating permitting actions that had last been revised in 2010; under-sheriff and counsel described the changes as largely administrative fee updates. The board approved those ordinances and other companion items in block with a recorded 5–0 vote.
Staff also presented a five-year contract with Avantpage to continue simultaneous Spanish interpretation for board proceedings (livestream and headset service). Brooke Federico of the executive office said staff will review vendor performance after hearing concerns about interpretation accuracy; interim measures include an onstage interpreter (Marie), video review of recent sessions and creating speaker guidance cards to encourage shorter sentences so interpreters can render more literal interpretations.
A county surveyor presented and the board approved a CEQA-exempt street-name change request (Shuff Circle to Corte Salvia) that affected three properties and had no GIS conflicts. The board also initiated a foundational general plan amendment in the Thousand Palms community area to permit a future 26-lot low-density subdivision and set a six-month deadline for an implementing project; the board approved initiation 5–0 after a brief public hearing.
Several pulled consent items were handled individually, and one supervisor recorded a recusal on a consent item involving nearby property; the clerk and counsel confirmed recusal procedures for consent versus hearing items. The board closed the meeting after announcing a planned 45-minute closed session.
