Riverside County planning director approves Class 1 kennel permit for 'Pooch Kingdom'

The project site is in the county's rural mountainous general plan designation and is zoned residential-agricultural (5-acre minimum). Wheeler recommended the planning director find the project exempt from CEQA and approve the plot plan. On the record, Wheeler said staff relied on CEQA exemptions for existing facilities and the common-sense exemption as part of the recommendation.
John Rogers, a civil engineer with Inland Empire Survey and Engineering representing the Moores, told the hearing the applicants had accepted the conditions of approval and described the permitting process as lengthy: "This has been a long and tortuous process," Rogers said, adding the applicants were "happy to be able to start their business." Applicant Kerry Moore, participating online, identified the business name as "Pooch Kingdom" and said she is "so passionate about starting this" and that it "will be absolutely wonderful for the community and for the dogs." These statements were made during the public presentation portion of the hearing.
Hearing Officer and Riverside County Planning Director John Hildebrand closed the public hearing for item 2.1 and moved to accept staff's recommendation to approve the plot plan.
