Orange County Board reports multiple settlements, approves two workers’ compensation deals

The Orange County Board of Supervisors reported several closed-session settlement actions, including the approval of proposed workers’ compensation settlements and the delegation of settlement authority on a group of pre-litigation claims, an unnamed speaker said.
The board approved a proposed $400,000 settlement in the workers’ compensation case Alfred Lasheber v. County of Orange and a proposed $450,000 settlement in Wayne Dixon v. County of Orange. In announcing the actions, the speaker said the vote on both matters was 4–0, with Supervisor Foley recorded as absent. "The settlement approved today remains subject to the final approval of others," the speaker said; the announcements stated that copies of finalized agreements would be made available through CEO Risk Management to anyone who inquires.
The board also considered multiple pre-litigation claims arising from an incident in September and delegated limited settlement authority to CEO Risk Management and outside counsel to resolve those claims on a 4–0 vote, with Supervisor Foley absent. The speaker read a list of named claimants who were included in the delegation decision.
Separately, the board reported that several claimants in airport-fire related matters have accepted the county's settlement proposals. Claimants associated with the Knorr households and other named individuals accepted a $1,700,000 global settlement proposal; claimant Robin Putt accepted a $175,000 proposal previously considered on Sept. 23, 2025; and the Wales household and related claimants accepted a $2,700,000 global settlement offer. The speaker repeated that finalized settlement documents will be provided via CEO Risk Management when they are complete.
The announcements described the claimants' allegations in the workers' compensation matters as including hearing loss, hypertension and heart disease for the Lasheber matter and multiple physical injuries for the Dixon matter; the board did not provide further factual findings about those allegations during the report-out. The speaker also said the board "took no other reportable action in closed session today."
The meeting was adjourned and the chair's office announced the next board meeting is scheduled for Tuesday, Dec. 2 at 9:30 a.m.
