Board approves homelessness MOUs and contracts, funding supplemental shelter and prevention services
Summary

Orange County supervisors approved a bundle of actions Dec. 16 to fund and coordinate homelessness prevention and shelter operations across the county.
The board authorized a memorandum of understanding (MOU) with the cities of Anaheim, Irvine and Santa Ana for the Homeless Housing Assistance and Prevention (HHAP) Round 6 and approved grant applications and awards covering multiple departments. Supervisors moved and passed supplemental contract approvals (the “supplement 28” series) that included: an amended and restated MOU providing administrative support to the Orange County Housing Finance Trust; contracts and amendments with Volunteers of America of Los Angeles for prevention and shelter diversion services; Mercy House Living Centers and Salvation Army contracts for emergency shelter operations and navigation centers; and agreements with Friendship Shelter, Orange Wood Foundation and HUB OC for community coordination and transitional age youth services.
Erin France, city manager of Buena Park and chair of the North SPA Collaborative, thanked the board for approving the North SPA shelter package and asked that North SPA cities continue to have a seat at planning tables as future rounds are developed. Supervisors noted that the Round 6 actions provide relief to city general funds that have been carrying operational costs and that the agreements are designed to stabilize local shelter capacity.
Board members approved the items by vote, authorized county procurement officers to execute contracts and allowed limited contingency increases (up to 10%) under specified conditions. Several supervisors thanked staff for work on the contracts and noted these actions will provide operational funding for providers already serving people throughout the county.
