Architectural review denied for Bridal Town mailbox kiosk; developer applied for design waiver

At a Holly Springs City work session, staff reviewed a design-waiver request from Bridal Town Development Inc. for a mailbox kiosk installed on Palm Street in the Bridal Town subdivision. Unidentified Speaker 3 described the kiosk as a metal structure with a brick base that was then painted white and said it "doesn't align with the guidelines."

Staff told commissioners the development has recorded a final plat and installed infrastructure, and that the kiosk was put in before houses were constructed. The city standard requires mailbox kiosks to be compatible with streetscape elements and to be "architecturally enhanced with building materials and details typical of the architectural style of the neighborhood or development." Staff said the kiosk is more modern and uses a roof profile not typical of the community; staff characterized the kiosk as a design the developer uses in Florida for runoff reasons but not one generally approved in Holly Springs.

Unidentified Speaker 3 said the Architectural Review Committee denied the kiosk design; staff also said the developer installed the mailbox kiosk "at their own risk" and has applied for a design waiver to obtain formal approval. Commissioners asked for comparison photos of approved kiosks (typically wooden structures with brick or stone columns) and for additional streetscape context; no final action was taken at the work session. The matter will be considered at the December 18 public hearing alongside other cases.
