The Downtown Development Authority of Holly Springs approved its fiscal-year 2026 budget, authorized a small design task order and recommended three members for reappointment to the City Council during a regularly scheduled meeting.
Speaker 4, a staff member, told the board that “for fiscal year 2026, we have projected revenues of $2,241,000 and expenditures are the same,” and explained that money collected when residential property sells is passed to the DDA and used for debt service. After the presentation, Speaker 2 moved to adopt the budget and members voted in favor.
On procurement, the board approved a task order to Foresight Group LLC to add Task 7—parking-deck landscape design—“in the amount not to exceed $7,800,” according to the proposal dated 10/22/2025. Speaker 4 said the task was requested by staff and had been approved by the City Council on Monday; Speaker 2 moved to authorize the task order and the motion passed.
The board also voted to recommend three members for reappointment to the City Council: Scott Owen, Ryan Smith and Councilman Kyle Whitaker. Speaker 4 said Whitaker’s appointment is annual and will be acted on by the full City Council on Dec. 15; Owen and Smith’s terms were described as running through Dec. 31, 2029. Speaker 3 moved to recommend the three and Speaker 2 seconded the motion, which carried.
Other routine business included approval of meeting minutes from Sept. 17, 2025. Several motions were made and seconded in open session, and no roll-call vote tallies were recorded in the transcript; vocal approval was recorded as “Aye.”
No formal amendments, conditions or follow-up assignments were recorded for these actions in the transcript. The board adjourned at the close of the meeting.
