The Holly Springs City Council voted unanimously Dec. 4 to rezone 3.97 acres off Hickory Road (the former Thomas concrete plant) from LI (Light Industrial) to TND (Traditional Neighborhood Development) to allow construction of 17 residential units.
Planning staff Ms. Moon told the council the project, proposed by EC New Vision Georgia LLC, is adjacent to the courtyards at Red Bud Lane and would be part of the same development association. The proposal includes one variance request to reduce the front setback on Lot 1 to 3.5 feet because of lot shape; staff recommended approval with stipulations and the planning commission had held a public hearing and recommended approval.
Ms. Moon said the developer will pay the adopted school mitigation fee of $392 per unit and will provide pedestrian access to existing phases of the nearby courtyards but will not build a connecting road network. After brief council questions, a motion to approve the rezoning with staff stipulations passed 4–0.
The rezoning clears the way for the applicant to move forward with site plans and required permits under the new zoning classification.
