Council approves $571,380 engineering contract for Woodlake street rehabilitation

Brighton City Council approved a contract not to exceed $571,380 with engineering firm Hubbell, Roth & Clark to complete design and construction-phase engineering for the Woodlake neighborhood street rehabilitation project.
DPS director Marcel Gauche told the council the Woodlake neighborhood emerged from open houses and a recent retreat as a priority and recommended completing engineering this year so construction can occur in spring 2027. "We'd like to get the engineering done now," Gauche said, noting the city needs geotechnical and subsoil data before a full construction bid.
Council members pressed staff on pavement standards. Director Gotch described the city's historical design standards and the mixes contractors now supply: "So right now, our standards... call for a Marshall mix, a 36 a and a 13 a, 13 a base with 36 top coat. We've been using a SuperPave for the last couple years," Gotch said, adding the SuperPave mixes are heavier and designed for heavier loads. He also described the planned section for Woodlake as roughly 4 inches of asphalt over an 8-inch aggregate base and noted the use of fiberglass-modified asphalt to improve longevity.
Gotch said more substantial arterials were engineered at greater depth: "That was 6 inches... with 8 inches of base underneath those," he said, and provided a sample full-replacement cost of about $2.4 million for a different corridor. Gauche clarified that the Woodlake engineering contract covers design and that the construction phase is expected in calendar year 2027.
Mayor Pro Tem moved to approve Hubbell, Roth & Clark's proposal for design and construction-phase engineering services in an amount not to exceed $571,380, with necessary budget amendments to street millage and local street funds; the motion, seconded by Councilmember Schmick, passed by voice vote.
The city will return to council with final design documents and budget amendments as engineering produces geotechnical and construction-ready plans.
