The Holly Springs mayor and council on Sept. 15 recorded a motion to deny support for Cherokee County zoning case 25-08-021, a request tied to property owned by Robert and Mary Stone on North Rope Mill Road inside the growth boundary.
City staff summarized work between Cherokee County staff, Holly Springs and Woodstock staff to develop stipulations intended to limit impacts should the county approve the rezoning. "The use is limited to a self storage facility for watercraft, recreational vehicles, and passenger vehicles, and industrial parking lot for vehicles and equipment," Speaker 5 said when outlining the agreed conditions, which also include no visible signage from I-575, lighting standards in compliance with county ordinance, a required 6-foot privacy fence where the site is visible from rights-of-way, and a requirement that the use commence within 18 months or risk subsequent board action.
Speaker 1 questioned whether the county had followed the intergovernmental growth-boundary agreement and emphasized the matter's visibility in public discussion. The council then moved to deny and the motion carried 5–0. Speaker 5 noted the Cherokee County Board of Commissioners was slated to hear the case the following night, and staff had provided the council with the revised stipulations in the packet.
The council's denial does not substitute for county action; it records Holly Springs' position and reflects concerns about potential commercial activity within the shared growth boundary.
