Council approves Pinecrest rezoning after developer agrees to sidewalk or $50,000 donation

Holly Springs mayor and council voted unanimously Sept. 15 to approve a rezoning application from EBC Pinecrest LLC for roughly 5.45 acres off Pinecrest Road, resolving an earlier denial after the developer revised its offer.

The council approved the rezoning from a mix of general commercial and single-family residential to Traditional Neighborhood Development after the applicant included two commitments: to construct a sidewalk between the proposed development and Holly Springs Parkway where right-of-way allows, and to donate $50,000 toward sidewalk construction if the right-of-way cannot be obtained. "They've offered to construct the sidewalk between the proposed development and Holly Springs Parkway… they'll donate they have agreed to donate $50,000 towards the future construction of the sidewalk," Speaker 5 said in explanation to the council.

The applicant also agreed to dedicate an easement providing a connection from the proposed roadway to the property line for access to the future Hickory Springs Parkway, subject to approval by the city engineer, Speaker 5 said. Speaker 2 moved to approve the rezoning with staff stipulations; Speaker 3 seconded and the motion passed 5–0.

Speaker 1 said the council appreciated the applicant's cooperation and the work of Councilman Whitaker in helping resolve the issue. No amendments to the staff stipulations were recorded on the public transcript.

Next steps include final plat recording and engineering review to confirm the easement language and any right-of-way limitations; the council's approval incorporated the staff-recommended conditions as presented during the meeting.
