Staff walked the board through a pivot-table breakdown of program and category allocations, explained why carry-forward balances exist and how funds are difficult to move between distinct program buckets, and noted the board’s authority within categories to move line items as needed. The board approved the proposed allocations, with members noting the need to monitor in-state travel budget lines and to use carry-forward balances for outreach if necessary.
Separately, the board approved encumbering startup and implementation grant awards for several proposed schools — contingent on each school’s formal readiness-to-open certification. Staff noted the encumbered amounts totaled about $2 million and emphasized that the board had already approved high-level budget assumptions earlier in the process.
Member Spiker moved to approve the FY25 budget; Member Olson seconded and the board voted unanimously to adopt the budget. The adopted budget will take effect July 1, 2024.
Staff said they will continue to refine carry-forward projections and report on FY26 planning to manage contingencies and the 10% carry-forward threshold that triggers more detailed reporting requirements.
