Commission approves removing emergency access stipulation for Idlewood subdivision

The Holly Springs planning commission voted to approve MA042025, an amendment removing the final sentence of stipulation 14 for rezoning case MA072020, which had required an emergency-vehicle access on Palm Lake Drive.
Planning staff explained the subdivision that is under development contains 63 lots and that fire-code standards changed since the original rezoning. Staff stated the fire code threshold now requires a secondary access only for developments of up to 120 units, and the fire marshal provided approval to eliminate the previously required access. "The number of lots in the subdivision is 63, and the fire code changed to, up to a 120 units before the secondary access road was required," planning staff said.
The commission moved, seconded, and voted in favor of the amendment. The action modifies the recorded stipulation so the entrance design and improvements of Palm Street will be provided per the city engineer’s determination and that there should be no public access to Palm Lake Drive as revised.
The approval leaves the previously authorized subdivision layout intact but removes the specific emergency-access stipulation that the developer argued is now unnecessary under current fire-code standards. The city will implement the change through its engineering and inspection processes.
