Planning commission tables Garrard Development annexation after county objects

Holly Springs planning commissioners on Monday unanimously voted to table a request by Garrard Development Inc. to annex and rezone about 20.11 acres off Lower Union Hill Road.
Planning staff told the commission the project proposed roughly 60,000 square feet of office and retail space and 92 townhomes. Staff recommended continuing the matter because Cherokee County voted last week to formally object to the annexation, which triggers the state’s annexation dispute/arbitration process coordinated by DCA. "The county voted at its meeting last week to formally object to this annexation request, and thus starts the arbitration process with the state," planning staff said during the presentation.
At a commissioner’s request, staff confirmed the property lies outside the city’s growth boundary and said the county’s objection was made under the established growth-boundary procedures. Commissioners asked whether a traffic study would be completed; staff said they did not know for certain but that the applicant was working with a local traffic consultant.
Commissioner Speaker 4 moved to table the annexation until the arbitration is complete; the motion was seconded and commissioners voted in favor. A separate motion to table the related rezoning application MA032025 passed unanimously as well.
The tabling leaves the application paused while the Department of Community Affairs (DCA) coordinates the annexation dispute process. The commission did not act on the substance of the rezoning or the proposed development during the meeting.
