Gerard Development asked Holly Springs City planning commissioners to approve annexation and rezoning of roughly 20.11 acres off Lower Union Hill Road, Speaker 3 said, proposing a mixed-use development of about 60,000 square feet of office and retail space and approximately 92 townhomes (a proposed density of about 4.57 units per acre).
Commissioners pressed staff on the rationale for annexation and potential traffic impacts. Speaker 3 said the property sits outside the county growth boundary and the applicant chose to pursue the project with the city after receiving little support from the county. Commissioner Bernice (Speaker 2) raised concerns about traffic, noting that nearby developments could add “190–192 more homes” and increase congestion along East Cherokee.
The commission did not vote on the request at the work session. Chair (Speaker 1) and staff asked the applicant to provide additional materials for the advertised public hearing, including a more detailed site plan, setback diagrams and a clearer breakdown of commercial versus residential square footage. Staff said final decisions will be made only at the public hearing, which will be advertised per the city’s rules.
