TERRELL, Texas — The Terrell Planning & Zoning Commission held a public hearing Aug. 28 on a rezoning and planned development application that would allow a mixed-use neighborhood called Terra Nova At Terrell on roughly 1,500 acres west of town.
Staff presented PD25-3118 as a long-term, phased project expected to take 15–20 years and include about 3,600 single-family homes, 1,200 multifamily units and a 50-acre Village Square with shops, parks and a network of trails. A staff presenter said the city sent 141 notices to abutting landowners; the packet included multiple responses and neighborhood petitions. Staff said it recommends approval of the zoning application but emphasized zoning would be contingent on a development agreement and annexation petition.
