Heath EDC approves FY2025–26 budget, forwards plan to city council

The Heath Economic Development Corporation (EDC) and Heath Municipal Benefits Corporation approved the proposed fiscal year 2025–26 budget on July 15, 2025, moving the plan to city council for final consideration.

Mike Zelinskas moved that the board approve “Resolution number 2 5 0 7 1 5 a, approving the proposed fiscal year 20 26 budget for the Heath Economic Development Corporation and Heath Municipal Benefits Corporation, including all amendments.” Cynthia Allen seconded the motion, and the board adopted it by voice vote.

Tara and Jay, presenting the updated worksheets, told the board the beginning balance improved after audit numbers from the ACFR were applied. They outlined the primary revenue sources (sales tax and interest), kept allocations for legal and advertising, added modest maintenance and promotional line items, and removed previous transfers to the park CIP and to the general fund. The presenters also noted line-item detail for debt service tied to properties at 305 and 217 Lawrence.

Board members discussed removing a long-standing $150,000 placeholder economic grant to show a truer cash-flow position, confirmed continued contributions to park-related debt service, and agreed the revised worksheets better reflect expected expenditures and revenues. The board recorded that council’s budget meeting is scheduled for Aug. 1, when the city will consider the EDC/MBC submissions.

The resolution language and budget worksheets will be included in the council packet for the regular budget process.
