The board approved the conduit financing as recommended by staff.
Tax increment financing authorizations: The board authorized county action to recognize special‑session legislation that extends TIF district durations requested by Maple Grove (gravel mining/soils district extensions) and Edina (France Avenue districts). City officials described pandemic delays and said the work is intended to increase tax base by multiples of current value; the board moved the progress items.
Proclamations and routine approvals: The board proclaimed Nov. 29, 2025, Small Business Saturday in Hennepin County and proclaimed Nov. 20, 2025, as Transgender Day of Remembrance; both proclamations passed without recorded dissent. The claims register, minutes, and consent agenda also passed.
