Public Works staff presented corrected bid results and several MnDOT grant agreements at the May 27 meeting. A technical issue with the online bid decryption initially hid M and K Bridge Construction’s submission; after the bid files were decrypted the apparent low bid was revealed.
The engineer's estimate for the County Road 139 bridge replacement was $725,997; M and K Bridge Construction submitted the low bid at $625,822.92 (about 13.8% under the estimate). The board awarded the contract to M and K by voice vote and later approved MnDOT Local Bridge Replacement Program agreement #1057317 providing $486,625; the project requires a $139,197.92 local match for roadway approach work. Staff also presented other roadway awards including BCM Construction as low bidder on county state highways 15 and 28 in St. Clair (low bid $3,383,383; engineer estimate $3,401,707).
Public Works noted material availability could affect contractor scheduling and that some large projects may use advanced 2026 municipal funds to cover timing and cash flow. The board approved the contract awards and the related resolutions authorizing execution of MnDOT grant agreements.
