Board sets multiple ditch hearings, awards County Ditch 56 Branch 3 repair to Sally Excavating

At its May 27 meeting, the Blue Earth County Drainage Authority set hearing dates for a series of ditch redeterminations and petitions and approved a contract award for County Ditch 56 Branch 3 repair.
Drainage staff asked the board to set hearings for redetermination of benefits for County Ditches 53, 74, 88 and 93; each hearing was set for 06/24/2025 at 9:00 a.m. and motions to set dates were approved by voice vote. The board also set outlet petition hearings (including County Districts 16 and 35) and scheduled a removal and contract acceptance hearings for CD35 and other ditches in early July.
Separately, engineers reported six bids were received for the CD56 Branch 3 repair. ISG’s engineer’s estimate was $747,741; the lowest responsive bid came from Sally Excavating at $640,945.75. ISG recommended awarding the project to Sally Excavating based on prior positive experience, and the board approved the award by motion and voice vote.
Several of the redetermination items and outlet petitions were presented with staff‑prepared viewers’ reports or draft viewers’ reports; the board routinely scheduled the adjudicative hearings to receive the full viewers’ reports and testimony. Where available, staff noted watershed acreages for the affected ditches (for example, CD88 ~5,513 acres).
