County Drain 74: appointed viewer Mark Behrens reported maps showing portions of the Groenwald and Czarne properties are tiled out of the CD 74 watershed and recommended a substantial reduction of benefits on those acres. "The Czarne property had 8.1 acres within the watershed... I reduced the benefits on the Czarne property, dropped dollars 13,778," Behrens said, and he said he reduced the Groenwald property's benefits by about $4,000.
