Board sets CIP hearing, approves right-of-way resolutions, grants and change orders

The Blue Earth County Board on Aug. 5 set a public hearing for the county capital improvement plan (CIP) bonds and approved several administrative resolutions, grants and change orders.
Finance Director Candice Sonic (speaker 12) asked the board to schedule a public hearing to adopt the county's capital improvement plan and to approve issuance of CIP bonds to finance a public works facility, citing statutory notice requirements. The board set the hearing for Tuesday, Aug. 19, 2025, at 9 a.m. and authorized publication of the required notice.
Public works sought and the board approved right-of-way acquisition resolutions for County State Highway 5 (Riverfront Drive to Cleveland Avenue, 2026 reconstruction) and County State Highway 69 (US 169 intersections in South Bend Township), both passing by voice vote.
On administrative items, the board approved minutes and two weeks of bills; asked staff to follow up on a large equipment purchase listed in the bills; approved changes to hours for two waste/recycling technicians (from 20 to 26 hours/week); approved All Seasons Arena change orders that netted a $37,243.52 increase to the project and reduced contingency to $115,301.68; and accepted a Department of Human Services Community Living Infrastructure (CLI) grant covering $202,000 across July 1, 2025–June 30, 2027 with an 8.3% funding reduction from the prior cycle.
The board also approved a resolution allowing the sheriff's office to enter a grant agreement with the Department of Public Safety Office of Traffic Safety and approved a joint powers agreement for the Internet Crimes Against Children (ICAC) task force. All administrative motions were approved by voice votes during the meeting.
