Drainage authority approves amended repair order for County Ditch 89 after engineers find greater damage

ISG engineers Chuck Bridal and Josh James presented an amended repair report for County Ditch (CD) 89. They said tree removal last winter revealed substantially worse conditions than previously estimated: side-slope failures, meandering, and sediment depths of up to about two feet in places. Engineers identified two crossings along the ditch: one mainline 16-by-8 box culvert (installed 2021, good condition) and a second, undersized 48-inch concrete spur crossing in poor condition. ISG proposed replacing the spur crossing with a 60-inch reinforced concrete pipe culvert and regrading portions of the ditch to restore original cross sections.
Engineers described expanded work that increased earthmoving from prior estimates (roughly 13,000 cubic yards of excavation referenced in the presentation), and construction costs were revised upward (engineering said construction costs rose from about $1.26M to about $2.29M; total project cost presented near $330,000 higher than prior estimates). Staff noted attempts to seek grant funding from the SWCD for additional measures (ASIs/ASI ROs). After opening public comment (no attendees offered comment), a motion and second carried to approve the finance order to proceed with the updated repair plan and associated financing steps.
The drainage authority approved the repair finance order; staff will proceed with contracting and potential fall/winter work to limit crop impacts.
