Blue Earth County board approves 2025 public housing agency plan, keeps voucher payment standards

Nancy, a county housing staffer, presented the 2025 Public Housing Agency annual plan and told the board the plan contains no significant changes but continues to reposition public housing toward project-based Housing Choice Vouchers. She said the agency expects to transfer a first phase of units by Oct. 1 and the remainder by the end of the year, and highlighted results including a 98% inspection rating, 240 newly awarded vouchers, and local projects supported by the agency (Lewis Lofts, Sinclair Flats, Poplar Apartments). Nancy said the plan also advances a local housing trust fund, homelessness prevention and landlord engagement efforts and reported assistance that led 52 low-income families to home ownership.

On the Housing Choice Voucher payment standards, Nancy recommended keeping the standards at about 104–108% of HUD fair market rents after HUD reduced fair market rents slightly this year. She explained that increasing payment standards would reduce the number of families the program could serve given current funding; lease-up times are running about two to four months. The board discussed the recommendation; after no public comment, a commissioner moved and the board adopted the resolution to approve the annual plan and a separate motion to approve the voucher payment standard schedule effective Dec. 1.

The board's actions were procedural approvals to submit the annual plan to HUD and to adopt the payment standard schedule; no additional funding decisions were made at the meeting.
