Livingston County board approves appointments, contracts, grants and a leadership-training pilot

At its Sept. 23 meeting the Livingston County Board of Commissioners approved a series of administrative and operational measures, including appointments, contracts and a pilot leadership program.
Appointments and contracts: The board approved an appointment to the Michigan Department of Health and Human Services board (Resolution 2024-09-119) and multiple appointments to the county planning commission (Resolution 2024-09-120). The board also authorized a multi-year contract with Legacy Assessing Services for commercial property appraisal services (Resolution 2024-09-122).
Grants and operations: The board authorized an agreement to deliver a comprehensive health-services grant covering Oct. 1, 2024–Sept. 30, 2025 (Resolution 2024-09-123). It approved pass-through funding for transportation services with WAVE (Resolution 2024-09-125).
Fleet & equipment purchases: The commission authorized purchase of two garage doors for the Heartland EMS base (Resolution 2024-09-121) and approved FY2025 vehicle lease orders through Enterprise Fleet Management (Carpool) to secure factory-order windows; staff said no county funds would be encumbered until the model-year production phase. An additional replacement lease for the sheriff’s field-services division also was authorized (Resolution 2024-09-127).
Leadership training pilot: The board approved a six-week emerging-leaders training partnership with a nearby university, capped at 20 county employees. Administrator Byrd and HR staff said the program targets deputy directors and supervisors; the estimated cost cited in discussion was about $2,500 per participant. Commissioners agreed to evaluate the pilot’s relevance to Livingston County before considering future offerings.
Voting: Most administration and contract measures passed by unanimous voice or roll-call votes among present commissioners (generally reported as 8–0, 1 absent). Commissioners asked staff to return implementation details, cost breakdowns and participant-selection criteria where relevant.
The board moved next to contentious policy matters and FOIA appeals later in the evening.
