The expanded scope includes creating West Dixie facade program guidelines, designating Phase 1 areas, preparing scopes of work and cost analyses, procuring contractors, and completing priority corridor analyses for Northwest 7th Avenue and West Dixie Highway, including market analyses and two redevelopment models per corridor.
A board member asked whether additional scope-of-work tasks would incur extra charges; staff replied that the $250,000 "not to exceed" amount covers the additional on-call tasks and no separate fees are planned. Another board member asked whether facade work for Northwest 7th was included; staff said prior work by FIU and SRS covered Northwest 7th and the FSP scope focuses on West Dixie guidelines while market and redevelopment analyses will apply to both corridors.
The agency attorney reminded vendors they must provide two statutory affidavits certifying they do not contract with foreign governments of concern and do not engage in human trafficking; staff confirmed forms will be provided and signed by vendors.
A request from the board for quarterly vendor reports was accepted by staff, with the administration agreeing to include quarterly updates from signature vendors in future meeting packets. The motion to approve the agreement passed 5'00.
