Two Rolling Hills residents told the City Council they are regularly disturbed by noisy, long‑running trash trucks staged near their homes in the early mornings and asked the city to act.
"This is where I go every morning early...the noise is bothering me so much," resident Lisa Tan said, describing trucks parked near her backyard and repairs performed in the street.
Neighbor Sandy Cobb said she also hears heavy, loud trucks on Roadrunner and that the pavement and truck size make the noise worse. "I don't think that should make any difference," she said.
City staff responded that the current trash contract runs through 2029 and that removing the contractor before that date would violate the contract. Staff asked Tan and Cobb to submit photographs to city staff so the complaints can be formally logged and investigated. The council moved to receive and file the exhibits and approved that action by voice vote.
Several council members offered to meet with the residents and to have staff follow up. One council member said the council’s trash‑service subcommittee would try to explain why some trucks are staged where they are and what options — short of breaking a contract — may be available.
The council did not direct a specific enforcement action at the meeting; staff will accept the residents’ photographs and investigate whether the contractor’s staging or maintenance practices violate the contract’s noise, staging or repair provisions.
