Terrell council approves contract with Granicus to stream and archive meetings

The Terrell City Council on Aug. 26 voted to authorize the interim city manager to negotiate and execute a contract with Granicus to provide production, streaming and closed-captioning services for council meetings, the city secretary said.
Don Stahl, city secretary, presented the contract and a pricing summary that listed one-time equipment and setup fees of about $63,428.62 and an annual subscription for off-site production, software licensing and captioning. Granicus offered to defer the typical 50 percent upfront payment until Oct. 1 to accommodate the city's budget timing.
Council members asked whether other boards that meet outside the council chamber (for example, the airport board and park board) could be recorded. Stahl said the quoted package covers 50 meetings held in the council chambers; adding other venues or repairing sound equipment in the Rosenbaum Room would be additional cost and could be a later phase. Interim City Manager Mark Mills confirmed the IT budget includes capital and recurring funding for the contract.
Phil Robinson moved to approve Resolution No. 2256 authorizing the interim city manager to negotiate and execute the contract; Donna Renee Anderson seconded, and the motion carried by voice vote.
Council members said improved recording and transcript availability will increase transparency and public access, especially because archived recordings will be available quickly after meetings.
