Lenoir City Council approves broadband application, hires, vehicle purchase and selects land-use consultant

Lenoir City Council passed several routine and programmatic items during its Jan. 28 meeting, including applications, procurement, staffing and equipment purchases.
Broadband-ready application: The council voted to adopt an application to participate in the Broadband Ready Communities program through the Tennessee Department of Economic and Community Development. The motion was moved by Mr. Shields and seconded by Mr. Brandon; a roll call recorded McNabb, Walter, Kennedy, Shields, Brandon and Simpson voting in favor. The motion passed.
School-zone speed ordinance (first reading): Council advanced an ordinance to amend Title 15 (vehicles, traffic, parking), Chapter 3, section 15-3-03, to establish school-zone speed limits (the ordinance places the posted school-zone speed directly into the municipal code). The ordinance passed first reading after a motion by Mr. Simpson and a second; the council recorded the motion as adopted on first reading.
Land-use plan contract: Following a staff procurement process, the council approved contracting for a comprehensive land-use plan update. Staff said the recommended firm ranked highest in the RFP process and that the total cost of the contract is $79,750, which is in line with the budget. The council moved and seconded the contract award and approved it by roll call.
Equipment purchase for fire department: Council approved a purchasing-committee recommendation to buy a vehicle for the fire department using a state contract. Staff reported the city had sold surplus equipment for $28,692.32; after applying those proceeds the net amount required from the general fund was reported as approximately $15,009.81.
Personnel approvals: The council approved personnel committee recommendations to hire two candidates for the fire department, Mason Bartlett and Jason Booth. The chief described their qualifications; motions to hire were moved and seconded and recorded as approved on voice/roll call.
Other items: The council voted to cancel the Feb. 9 meeting because several members will attend the TBPPA meeting, and it approved a motion to pay bills when properly approved and funds are available. Members also thanked public-works and public-safety crews for storm response and praised the new AV system.

Council indicated the land-use plan will include public workshops, a project website and GIS mapping as part of community engagement. Staff said workshops will be held after business hours to increase accessibility.
